Eye Circles are Blood Vessels

The blood vessels under the thin skin around the eyes are sometimes visible, especially when increased blood flow or congestion has increased its thickness. Blood is dark and causes the skin around the vessels to darken producing the dark circles. Thus, a good dark circle eye cream should have properties that thin the blood vessels and/or by thickening the skin, maybe by moisturizing agents.
